[Orgrimmar] Art of War, can't collect quest

Hi, my character, iilumina, was migrated to legion wow, and can't go to pandaria, So I have tried getting the art of war quest from the warchiefs command board, but it is not avaliable, i had a friend collect it and try to share it with me, but it says i am already on that quest??

General Nazgrim doesn't have anything for me either

I can't teleport to the vale of eternal blossoms, so i am quite stuck
