Bug description: One doesn't get the required item, thus can not turn in the quest, but does get credit and the quest is marked as complete.

Confirmed. When you open the "jail" either a friendly mob should appear and award 500 appropriate rep (Consortium, Lower City, Sporeggar, Keepers of Time or Sha'tar) or an enemy mob should spawn which upon dying should drop https://www.wow-freakz.com/item_finder.php?item=31957&&name=ethereum-prisoner-i.d-tag

The mobs you see in that table technically spawn but are spawned as friendly to both sides and thus can't be killed for the ID tag.

I completed theis quest. Coordinates of the hostile mob that dropped the quest item are 54,46. I must say that some prisoners were indeed friendly, but you need to open more prisons until you find the hostile one. Just kill few mobs and loot few prison keys.

Yea, it does work. There's one specific mob you're looking for, Forgosh, and it drops the ID tag. There's two sets of prisons to open up, about 13-14 in total. You can try once a day. I got it on my first day, about 7 tries in.
