I would call it a bug, if you look into blizzard database the item shows 2nd stats as random bonus:

Only wowhead hides this bonus stats.

This should be enough proof to confirm it as bug: https://worldofwarcraft.com/en-us/character/twisting-nether/errel

He has the trinket equipped with an bonus haste stat.
