I waited a few days now in hope to find some clear evidence how it should work on retail.
Some people say (even in bfa) that they sometimes can steal divine shield and even screened it.
Also here we got a list telling the manual bubble "should" work: https://us.battle.net/forums/en/wow/topic/20751665234 (date after mop nerf).
Problem is, can we trust this list without any video proof?
The spell clearly says that it steals the next spell mana was spent on and divine shield costs simply no mana at all in protection, retribution and holy specc.

I guess the auto-bubble part triggered by divine intervention is a bug and should be fixed, but the manual use of bubble might count as stealable spell due to some hidden hotfix.
Blizzard wanted to nerf the spells you can steal and stuff like wings for example where way too strong on dk, just catching a manual bubble is not that easy at all and might not be nerfed.

Update: Pls test this on retail first before applying any fix to manual divine shield. I am sadly limited here and can't 100% confirm this.
