[Paladin] [Protection] T19 not increasing SotR if used before consecration

Bug description: If you use Shield of the Righteous before you use Consecration the 10% increase from T19 2p will not apply after you use cons.

For better understanding to test this:
1. Make sure no consecration is running
2. Use Shield of the Righteous and look at he raw %
3. Use Consecration and look at the increased %
4. Let SotR run out
5. Use SotR with consecration active and see that it is higher now with t19 boni

This bug can unconsciously lead to you having always the lower SotR w/o t19 boni active cuz it will only update the boni if SotR completely expired.

All 3 screens done with same gear just to show difference in tooltip

Maybe i should add that this 2 set boni is quite strong and can be used along t20 set in 7.2

Confirmed , tested it on PTR and it doesn't work as intended . This set bonus would be good to use on next patches aswell , just as some other set bonuses( or even trinkets) that have been used from this patch in Tomb on retail .
