[Paladin][Retribution] Judgement

Bug description: Retribution paladin's spell cooldowns are directly affected by your haste, higher haste = lower cooldowns. The bug that seems to be happening ever since the transition to 7.3.5 is that your abilities get prolonged cooldowns after haste buffs from your trinket procs or Crusade go away.

Example: Your judgement has 9.5 sec cooldown at it's base with your current gear, you turn on your crusade and get all 15 stacks and you get 5000 haste from a trinket proc, you throw your judgement which with both of those buffs has a reduced CD of only 4.5 sec then both of your haste buffs go away after you throw it and your CD is:
1 - Extended to be longer than it's base somehow and I end up waiting 11-12 seconds for it to refresh. (2 seconds passed and your base is added on top of it so that's remaining time of shortened cd + base cd 2.5+9.5=12)
2 - Extended proportionally to fit the time elapsed to the time remaining to your base (2 seconds passed so that's base minus the 2 seconds that passed so you need to wait 7.5)

Both of these are a bug, this is not how it's suppose to be, both of the previous patches worked fine. Your remaining cooldown is suppose to stay the same after the haste buffs go away, if you had 2.5 seconds remaining til the CD refreshes, then it's suppose to stay 2.5 sec even if the haste buffs are gone

I was just about to post about this myself from how annoyed I got, both your DPS and your flow suffer, it's so irritating being 1 second away from casting a spell and then it's CD gets increased by 5-10 seconds and you have nothing to cast at all, like WTF....

I can confirm that sometime the cd of judgement is not reduced by haste especially in burst and beside that sometime you need to spam judgment to cast it.
