[Paladin][Retribution] cleanse toxins

Bug description: retribution and protection paladin if use cleanse toxins without any poisen or desease debuff , this ability goes cooldown without dispeling anything
for holy spec cleanse working fine u can spam it mana will reduce but cooldown wont trigger , this mechanic working well for other classes even the dps specs that can remove curse or poisens
Proof: idk how to take a screenshot for it , please test it

Tested and can confirm this.
Can't find any information that Cleanse Toxins should work different than Cleanse in terms of cooldown.

Proof:

You can see in combat log that cleanse did not remove anything from me and still shows a cooldown.
