Bug description: The Topless Tower (legendary-head ) does not scale with Chain of Thrayn (legendary -waist) , not increase heal and not increase dmg . When we have procs from head ,this does not scale with waist effect .

Tested and confirmed that it doesn't work with belt legendary:

Update: legedary procced on hit, which caused it to stack so fast.
Now it is fixed procc on LoD cast and can stack until a certain cap.
