Portals to Pandaria not working

Bug description: The portal in Orgrimmar and Dalaran are not working for me. I can port with Zen Pilgrimage there, but the map is empty minus the main temple. The portal in Org will show it can be clicked, but then does not do anything when clicked upon. The portal in Dala will allow me to click it, but once I am there I get ported automatically back to Dalaran.

You didn't complete the chain quest for Shrine, that's why you get ported to Dalaran.

I am trying to complete it. I have no quest. However, I have all three weapons, but do not have the 3rd slot open. I tried to get to Morning Breeze Village, but the transportation mandalas do not go to the third floor to travel there and Tak Tak won't transport me there.
