Bug description: Penance third tick doesn't always go off , like every 10 casts

Confirmed, but it's a very strange bug, very random.

Since there were major general fixes I want to know if anyone still encountered this issue recently.

Confirmed , you can test this if you turn your back to the target or just turn sideways.

It does happen but in like 1 out of 30 tries when you turn your back.

This topic is inactive since 5 month so I decided to put some actual testing into this.

It's quite easy to replicate the bug by the already mentioned way of turning your back to the dummy.
Here are my results of continuous testing:

If the number of penance hits does not divide by 3 you know that it skipped 1.
I basically always restarted doing dps when this bug occured.

You also might see that i managed to get over 70 good casts one time. There i tried moving with back to dummy, somehow the bug is related to standing still and turning your back in the perfect moment.

After this screens i tried to find out this perfect moment, it's somewhere between the first and the 2nd bolt.
When you turn away and stand still you might skip the 3rd.

Conclusion: Keep moving with penance so it won't skip a bolt xD.
