[Priest] [Shadow] Mangaza's Madness bonus getting bugged randomly

Bug description: This was already reported here, but I'm reposting it for more visibility as it is a pretty gamebreaking bug for Shadow Priests. From time to time (my guess is at higher haste levels) Mind Blast charges get bugged, the icon stops showing the number of stacks and from that point on you can only use 1 Mind Blast - basically negating the whole bonus from the legendary belt. This bug also transfers to WA's, bugging them out too (can be seen in the video).
