Bug description: the npc does not give the quest. shows a silver exclamation mark above his head as if i wasnt high enough level for the quest. the problem might be that it set to "Required level: 85 - 90", so anyone above lvl 90 cant get it. only the minimum requirement of 85 should exist. this is most likely a problem for the rest of the chain as well
