[PvP] Deepwind Gorge Carts

How it should work:
Once you pick up a cart you can use anything too advanced further. It works like this.

Note that the cart caps your running speed at 100%, so Burst of Speed, travel form, blazing speed, etc. are all ineffective. Only things that physically move your character, such as blink, heroic leap, a leap of faith, etc. can make your cart runner go faster.

How to reproduce:
Grab a gold cart in Deepwind Gorge.

Confirmed,

the cart should "teleport" along with you if you use spells such as blink, heroic leap, etc...

Additionally, the bearer of the cart should never be able to reach moving speeds above 100% (no dashes, sprints, or simillar effects should affect these players).
