Quest "Growing Power” (mage) cannot be turned in

Bug description:
Quest is “Ready for turn-in", i also see a yellow Question Mark, but at the place of the question mark the npc to talk to - Meryl Felstrom - is missing.
I deleted Cache, restarted, took quest, logged of and deleted cache, used the teleport, logged off, deleted cache, relogged, but NPC is still missing.
I also used "/script print(IsQuestFlaggedCompleted(42175))”, which gave “false” as a result
Further information: there is an NPC with the same name in the little room to the South-East of the central room, but he doesnt let me turn in the quest either.
Finally, i opened a ticket at the ingame Customer Support section and i got the answer to report it here as a Bug. So hereby this bug report.

Char name: Franky (Horde, Mage).

I think is a visual Bug. The quest is from the first part of the Mage Class Campaign,
Conform Armory , you did the quest , because you unlockd the third relic.
