Quest - Outpost Upgrade Arom's Stand - Bugged

Bug description: Completing the follower mission grants the usual Freakz item you usually delete but not the quest required to progress to completion.

You buy the emissary item that grants the follower mission, you complete the mission, you get the "spell" Freakz item that is usually just deleted, but you don't receive the required quest to complete the missions quest chain. The quest isn't given upon completing the follower mission as it should be though you do get the standard item you would get on Freakz along with the quest. The quest is simply not given. I went to the NPC in Arom's Stand to check if you could acquire the buff or quest and nothing was available there either.

Now the item is probably no longer available to start the mission (couldn't check atm because server went down), and the follower mission has been completed removing it from the follower missions. Can this be retaken later? Paying another 500 war resources is not desirable since they're not that easy to obtain yet.

Do the other missions that cost 500 war resources work?

Yeah, none of the upgarde outposts items trigger the actual quest when obtained from the follower's missions. The good news is that the missions re-appear in the list at the missions' table on the ship. At least unlocking the extra flight paths in Zandalar missions worked fine . SO just the outpost upgrades seem to be bugged.
