Bug description: Can't creat more than 12

How to Fix: Is should be 16 Character per Realm not 12 per Realm
At the end of January, the per-realm character limit was increased to 16 from 12 to account for the new Allied Races Highmountain Tauren, Lightforged Draenei, Nightborne, Void Elves.

That feature was implemented by blizzard in the BFA build, we have the latest 7.3.5 version.
