Please try to abandon the quest, delete your cache folder and disable your addons, then try again. I couldn't reproduce the issue.

Abandoned quest, disabled all addons, deleted cache folder, and the quest is still bugged.

I managed to get the icon to appear, but now odyn just disappears after the cinematic and I can't turn in the quest. Also tried to disable addons, delete cache, and abandon the quest to fix this one too.

So you need to wait properly in order to get the extra button (icon) and complete the quest.
After that, just run back to Odyn's original location here and turn it in.
