[REJECTED] Ability spam

Bug description: when i want to use any of my abilities i feel that there is a delay of ~0.2sec or i have to spam x spell to activate it... on other servers i can do my rotation easily without spamming that much so x ability get activated.It got fixed i think and it was due to thousands of mobs in one place, i can still feel that ability spam but its less than before of course.
Proof: easy to test
