Bug description: even when i use concentrated-power(https://www.wow-freakz.com/spells.php?spell=198155 (wowhead link)) at bgs/world pvp and duels my arcane-power only increase 55% of damage even when it says it should 70%

Is that correct ? cuz at pve it increases 60% correctly without the honor talent(concentrated powe) that increase 10%
