Bug description: I completed my Mythic +15 Dungeon but my Artifact Apereance didn't get unlocked.

No, but if it's Blizzlike the Time doesnt matter, It its about completing the Dungeon.

I think you need the achievement (Keystone Master) to unlock this appearance.

But maybe this topic needs some more research...

Regarding the date the 2nd one is more recent, so I would assume that it was fixed in the time intervall between
(so 7.1.5 you need to complete in time because the achievement does not trigger without)

There is a long discussion about the misleading word "complete",
but at the end you have to do it in time for the appearance

So it is even a bug that you get the skin without completing the balance of power questline on our server.
