[REJECTED] Arms Warrior - Passive Tactician

Well, Arms warrior have passive spell called Tactician ( https://www.wow-freakz.com/spells.php?spell=184783 (wowhead link) ).
My colosus smash and mortal strike has 0.75% chance per rage spent to reset/proc.
This could be reason why is arms low in arena, mastery scalling in arena is also small, i dont know if u can explain how it scales with ilvl 896 - 9% ( mastery 38% which is ultra low )
And also, in open world Tactician procs like every 6-7s for me while in arena it procs every 15-20s or so..

The mastery scaling it was well adjusted for all classes, if you think it's wrong bring proof from retail.

There is no difference between PvP and PvE regarding Tactician. It's normal to not have the less procs in PvP since you are kited a lot therefore use less rage compared to Psome

I will run som test when I get the time until then this will be rejected.
