Proof: In order to unlock this quest, you should complete To Dinah, at Once!. The only place where I found a proof are the WowHead comments of a subsequent quest Got Wood!; however it does make sense on a Lore basis, having to deliver to NPC the blood she use for starting the quest as objective of To Dinah, at Once!
