Bug description: Just a question,is a proc chance really blizzlike,cuz i watched yt videos where they get much more procs,and here its like 1 per minute on freakz which makes it useless

Its 1.8 RPPM,i think its low compared to retail

It's haste based RPPM. The more haste you get, the more often it procs. And yes, the proc chance is completely blizzlike. You are supposed to get 1-2 procs only per minute, you should get a total of 9 procs in 5 minutes.
