I have just checked your armory and from what I see your Head and shoulder pieces are leather. That's because hunter's primary type of armor is mail, therefore you can only have azerite powers on mail pieces.

As you can see your chest is mail and has available azerite powers. Get mail azerite items and it will be fine.
