The last ring of traits was implemented on patch 8.1. If you check the 2nd ring from Wowhead is the same as it is right now on our database. (Remember that currently items are scaled/ are working with 8.0 database).

The last ring of traits (same as it is now on wowhead) will be added on next patch.
