I don't think the problem is food, he correctly increase mastery (as in your proof, 11010-10710 mastery =300).
Try to increase mastery for the same value as food with gear (maybe trinket or finger) without gain or lose stamina, only mastery, and if u keep have this problem this will confirmed that food works right.

With aditional 300 mastery, you are increasing it from 17.39% to 17.76%, and both are approximated at 17% in your proof, i don't know if this 17% is an real approximation or only a visual value (and the calculate for stamina is done with 17.39% and 17.76%).

You could try to modify your mastery in the range of 17.00%-17.99% and check if you health change.
