Bug description: I want to farm reputation with BLood Sail, but I can't attack members of Booty Bay. As you can observe in the image, they appears to be "invalid target". "At war" it's marked.

Click on a NPC to challenge him.

Yeah, faction related... did a quick fix... without "at war" set, talk to them, challenge them and defeat them... when you drop below Neutral, set "at war" and have fun messing them up.
