This can be discovered randomly while crafting other engineering items. You can not learn this ability at a trainer.
1 I learned it when I reached 500 skill in Engineering. No need to go to the trainer or anything. Also it appears to go on spell hit which makes this even worse... – Luxor0 on 1969/12/31 (Patch 1.12.0)
1 Could anyone else confirm that at 500 skill points you get it? or tell me exactly how exactly you learn the recipe – orelly on 1969/12/31 (Patch 1.12.0)
4 Negative, I got it around 460 eng skill. I think, each time you craft something from Cata, you have a chance to get this recipee (there are several recipees that you can only get this way) Sort of like the discoveries that alchemists could make in WotLK. – Yumani on 2010/12/17 (Patch 4.0.3)
2 Does anyone know if you need the Illustrious Grand Master training to have a chance at discovering these Cata tinkers, or can you stay at 450 making Electrified Ether? This tinker doesn't show a "requires engineering level of 500" like the new belt tinkers, so if it's possible to discover then players at 65 could technically get it. Also, does crafting Handful of Obsidian Bolts give you a chance at discovering this tinker? – Aelobin on 2011/01/01 (Patch 4.0.3)
2 Yes you can. Can't believe my luck, got this after making 20ish bolts. Mind you, you can only get one of the tinkers with 450 skill. – Iroared on 2011/01/24 (Patch 4.0.3)

Discovery merge, orice item craftat peste 475 are un % sa descoperi un recipe nou.
