Bug description: On this server there is no vendor in Pandaria to transmog clinging mode for gold why?

Because in retail you had to get the Challenge mode achievements before unlocking the shop
this works the same for freakz but since Challenge mode is gone in Legion so is the shop (Challenge mode Gear/sets are only obtainable via vote shop/freakz shop)
