Did this happen after the transition to 7.3.5, or all of the sudden it happened today?

It was the first time I had logged on with that character since 7.3.5. I had, just prior, attempted to make another demon hunter and the game let me, so when i first logged on with her I had 2 demon hunters in the character list. I have since deleted the second.
I did not realise until now, that may have been what caused the issue...

No, nothing changed. I can mount up but it seems slower then walking.

So from you screenshot, I see that you're able to purchase Apprentice Riding from the Flying Trainer. Please check if you can do that, if you can purchase them. Otherwise, I'm sorry but your riding skills can't be restored. You have to buy them again.
