Bug description: soul fragments should drop after every killed mob. leveling dh in your server is nightmare agroo 2 or 3 mobs and you are dead. it is not working like retail at all.

in both this movies from retail you can see how often drop soul fragments and how easy is playing in starting zone. after every kill soul fragment drop. it is like victory rush for warrior and to give him ability to normal leveling selfhealing.
leveling dh in your server is total disaster. check also damage of mobs and dmg of dh.

The damage is scaled considering that as you level, the mobs deal more damage and are harder to kill.

Regarding the Soul Fragments, the passive Shattered Souls / Shattered Souls doesn't always proc. As the tooltip itself says, it sometimes occurs that killing a target leaves behind a Soul Fragment, both for Havoc and Vengeance. Otherwise, the Fragments work fine. If you believe something is incorrect about them, please make a report elaborating the issue thoroughly and providing proof about it, along with comparisons of how it is on retail vs on our server.
