Hello.

Close the game and delete the cache folder and check again.

I can see that you have "The Call for Allies" on some of your alliance chars. Visit the Stormwind Embassy and turn in that quest, let me know if Moira or Aysa offers the next quest.

removed cache for a 7th time now, turned in the quest on every character how ever Aysa does not give any quest and Moira is not spawned for me...

You'll have to complete both Ready for War and Champion of the 7th Legion on a single char.
