It does generate Runic power based on the ammount of damage you take . Currenlty on 7.2.5 AMS generates Runic power from everything including absorbing cc thats magical but doesnt do any damage at all or unnoticable damage.

If by any means you have proper proof of it not working on some magic damage , make a new topic .
