Bug description: As u can see in my video the Rime proc from Obliterate use is 3/16 times. So rime doesn't procs as it should proc .

Proc chance works fine . You can't really judge its proc chance from casting it 10-20 times its still a CHANCE .You never known how lucky/unlucky you can be in such short scenarions . I did mutilple test with 100 obilterate casts and rimes were in all scenarions close or above 45% with those below being only a couple %.
