Bug description: proc rate seems a bit too high its supposed to be 10% and as you can see from the video that guy gets around 4-5 procs in 2 and a half minutes while i got between 15-16 procs in each test for 2min time using only 3 spells. Or it is my lucky day. Also i am not counting the charges you get passively

On a side note if you drop from a flying mount you get healed for half of the fall damage you took after 1 sec.

Not related to the spell itself, it's an RPPM type proc, the system will get fixed soon, spell will get fixed with it.
