Bug description: Sometimes it happen that the stack of solar empowerment that starsurge shoul grant it's not apparently added. I notice that this problem occur when a solar wrath is landing to the enemy and meanwhile you cast a starsurge, like the pending solar wrath uses the stack of this new starsurge.

Bring proof for this. We cannot fix bugs based on "sometimes" or "I think is bugged".
