[REJECTED] [Druid][Resto] Ysera's Gift heals for half of what it should

Bug description:
For a 2.46M heal fight, Ysera's Gift healed on average for 2102. That is less than 1.5% of my HP = 157k.
Why is there a 1/2 multiplier on Ysera's Gift? The tooltip clearly says: "Heals you for 3% of your maximum health". The description on wowhead also says the same thing: https://www.wow-freakz.com/spells.php?spell=145108 (wowhead link)

The 1/2 multiplier is added by blizzard inside the spell, I explained on previous post. The screenshot I used was from 8.3.7 SimCraft

As you can see, the 1/2 multiplier is pressent.

The Ysera's Gift was modified in 9.0 Patch to the 3% healing.
