[Enchanting] Fey Enchantments

Bug description: NPC phases in and out no matter if there is an invasion active or not ! 5/7 Val`sharah questline. I tried with and without an invasion active, clearing my cache everytime i tried to complete the q. This phases out due to completion of the q with ysera where you are tasked to kill her. Also on my sham that is 0/7 Val`sharah i can interact with the NPC without any problems. So this bug is caused by the actual questline and not the invasions !
