Bug description: After you "Speak with Prince Farondis" , you take his place and have to "Approach the Academy" then "Pursue the naga". When i blinked , i got stuck (had to unstuck) but when i logged back in the naga was gone so i taught that abandoning the quest and restarting it would do the work. I did abandon it but now is nowhere to be found , i cannot find the npc to take back the quest and the quest is pretty important since is part of the broken islands questline.

Please go to this location and see if you can pick it up. If you can't, then please take a screenshot as proof.

I was not sure about the location you gave me but i assume it's inside that cave.
But if you are looking for the prince , he is on the bridge , kneeling (he was not before the quest) . In the same image you can see what it shows if i interact with him.

Oke , I found him there and i managed to retake that quest and now it's finished.
You can close the topic and thanks for your help. One thing i noticed , you have to follow the naga until a midpoint where you fight her. She would be stuck unless you get out of the prince form (i have a video of that if you need). When you quit the prince form , she begins to atack you and you can atack her. (otherwize her HP will auto heal)
