The Quest I'm missing: "Making Preparations"

Bug description: I wanted to complete the achievements required to be able to fly around Broken Isles, but found myself stuck because I'm missing "Making Preparations"a certain quest from the quest chain of "Champions of Legionfall". As a Death Knight (DK) after accepting the quest chain from Maiev Shadowsong on Broken Shore I'm supposed to go back to DK's Class Hall Acherus: Ebon Hold to go and find Highlord Darion Mograin from the class hall area.
But here's the problem, the quest isn't on my quest list anymore and the quest head isn't even there... I remember accepting this on 7.2.5 but didn't start the quest, and after 7.3.5 it's gone. I know for sure I haven't done the quest yet, and I've already tried using the console command for searching if I've completed the quest already and it says "false".

Edit: You might say I should check and abandon it, uh already tried that and took it then tried to abandon it again cause nothing happened and now I can't abandon it anymore, also "Champions of Legionfall" Quest is a separate quest from "Making Preparations", so even if I could abandon it again it wouldn't matter cause it's like the side quest of "Champions of Legionfall", and"Making Preparations" Quest is still missing.

There have been some issues from the patch transition from 7.2.5 to 7.3.5 , could you check your achievemtns for the " Glorious campagin " if you don't have it check the classhall for more quests related to that . Also check the NPC if you can that gives making preparations .

Thanks, checked the Glorious Campaign and saw it's not done yet but I'm sure I did it in last patch, probably because of the transition from 7.2.5 - 7.3.5. And I found a quest related to Making Preparations, it's the Fourth Horseman from the Death Knight quest line, after doing this I got the Making Preparations quest once again. This was weird cause I didn't do this Fourth Horseman quest before in 7.2.5 and still got the Making Preparation Quest and that portal thingy.
