Bug description: Hi, so on my paladin the orderhall upgrader npc is not showing up, i know its not a server bug i only appears for me is there any option i can fix it?

I did it and still missing
I boosted this character and lot of stuff missing from the orderhall or bugged like the quest says to recruit lady liadrin but she was already recruited, but those things are not that important but because of this i cant use the 2nd legendary.

Then you need to start your class hall campaign.
