ok.so..first Victory rush is a spell and like any other it can crit (both dmg and healing part)
2nd.Glyph of Victory Rush increases healing done by it for 50% pretty nice (major glyph)
Glyph of Enduring Victory incrases time window where u can use Vicory rush by 5secs (minor glyph)

Victory Rush: 20% heal (unglyphed) after you get a killing blow. Boosted by Field Dressing and with Glyph will heal 43% of HP instantly. Okay you have to get a KB so situational in PvP but still very useful in organised PvP. And it hits hard, and it can crit.

As for the ability, it can crit damage wise but since the healing is not reflected by the damage done but is a flat proportion of your health the healing should not crit (It's like Death Strike/Rune tap/Death Pact, for DKs, Desperate Prayer for priests, Glyph of Evo for mages, etc...)

I have tested it for 300 times and it seams that the heal doesn't crit. If the bug reappears please create another bug report.
