Character name: Starbright

Bug description: The quest "And Justice For All" is complete but the NPC Lucille Waycrest is missing. After completing the quest I relogged before turning it in. Now the NPC is invisible. I can't retake the quest since she starts the quest and she is not on the gallows anymore. I tried /reload, and restarting with clearing cache.

I resolved the issue by abandoning the quest. The NPC reappeared on the gallows and I was able to retake the quest. Once complete the NPC appeared on her horse and I turned it in.
