[REJECTED] Enchanting issue on recipes

Bug description: Unable to learn recipes in the enchanting profession.
Proof: This is the second time I have tried enchanting, the first was in horde side and now, while in ally side, I'm doing it again.

Currently my enchanting is level 750 and I expected to get quests for new recipes at 700 or 740, I kept leveling because I couldn't find it but now I just know something is bug or that something just isn't working.

I'll be providing an imgur link with several screenshots, these screenshots show:

1. My level in enchanting, the unlearned recipes that I should be able to get from quests from a NPC that I also can't even talk to. The NPC only pulls up a dialogue about a scale when talked to.

2. The enchanting place in dalaran and the npcs, with no quests

3. The formula book restoring no progress, no recipe, at the same time.
