Bug description: I don't know if this happens to many others but it happened to me and the person I was playing with. We had around 600 or so azerite power into HoA lvl 14 and when the emissary was handed in 3.4k more was added, no levels were added to the neck and it now says X number/1000 where it should've been maybe even two levels added.

You need 8000 AP to hit level 16, after that the amount you need will be correct.
