Bug description: it sometimes shows and sometimes doesnt but site saying that it respawned already

Pooled means it has a chance to spawn in a random location. It works fine, they're supposed to be hard to find since that quest is part of one of the main storylines of this patch. In 7.3.5 they're nerfed aka easier to find.
