Bug description: Kill command is doing way more than intended.

As far as I know it doesn't. The report you made contains almost no proof. In what circumstances did that damage happen? Maybe you were hitting Skorpyron when he takes double damage? No one would know. I could do the same printscreen hitting a level 5 mob at level 110, and Legacy Buff would increase my damage by 30x.

I need to know WHO did that damage (so I can look at his gear, talents, stats, etc) and to WHOM.

I'm hitting with 100 k more dmg and i got more mastery then him , i think it works fine .

You can reject it. I did some sims etc. but forgot askmrrobot is only until 35 traits, that's why I thought the damage was higher than it should be.

Kill command does alot more critical damage while Bestial Wrath is active. Easily tested on orgrimmar mannequins.
