Bug description: That item should be dropped from Glodrak Huntsniper during Brewfest event to complete the quests Pink Elekks On Parade and Catch the Wild Wolpertinger! and an achievement Almost Blind Luck. You need that item to see the animals, cause without animals are invisible.

I can confirm that the npc is bugged for Horde side and doesn't have the script to give the Goggles.
