Bug description: Basically this legendary is bugged. And it gives wrong buffs. And those buffs don't even work.

All healing taken increased by 8% ???????????????????????????????????????????????????
when legendary is literally saying 1% per stack and healing from Bloodthirst. And max stack is 4%
And damage buff doesn't work. Proof with ss

It does work. You are trying with a weapon based damage, which deals damage with a big variation, so 4% is not visible at all.

You should try with something that deals non-variating damage. I used stormbolt in my example:
