Bug description: Not increasing my primary stats while emopwered by pantheon.

That's not how the trinket works. The pantheon buff can only proc whilst you're in a raid group and 3 other players with distinct pantheon trinkets(agility dps, tank, heal or Aman'Thul) get the initial proc at the same time as you therefore empowering all 4 of you with the pantheon buff.
